I stayed for a night at the Hotel Shwe Pyi Thar, and felt welcome from the second that I arrived. The room was spacious and nicely decorated, and the staff were extremely friendly, knowledgeable and always ready with advice. The hotel is in a not so touristy part of Mandalay (hence the "local" part of the title I guess), which gives you plenty of options to explore off the beaten track. The only thing that was somewhat challenging is that the hotel is located in an area that has relatively spots at a walking distance, so you might have to go with transport options to go around - but it's a minor thing. I had a really great stay.
