Basically almost all nationals need visas to come to Myanmar except these countries Thailand, Vietnam, Philippines, Indonesia, Brunei, Cambodia, Laos and Singapore passport holders. The requirements vary depend upon the nationals so you should check the official government page (www.evisa.moip.gov.mm) for detail information. You can apply online for the normal Tourist Visa (up to 3 working days) which costs 50 USD or Tourist Visa Express Service (within 24 hours) which costs 56 USD. E-visa will allow staying up to 28 days from the date of the arrival. Another option for getting visa is applying at the Myanmar embassy or consulate which will take much longer period of times.
